Senior Citizen “Green” Housing Rehabilitation Program

The City of Bowie is now accepting grant applications for the Senior Citizen “Green” Housing Rehabilitation Program.  This is a grant program funded by the U.S. Department of Housing and Urban Development (HUD). The goals of the program are consistent with HUD’s policies and its goals for the Energy Star Program which are as follows:

1) help seniors make energy efficiency related improvements to their homes
2) reduce home operating costs
3) reduce health hazards
4) improve indoor air quality
5) improve mobility within the home.

There are a limited number of grants available and the maximum grant amount is $10,000.  Eligible improvements include: roofing, siding, insulation, windows/doors, HVAC systems, energy star appliances, mobility installations, electrical upgrades and plumbing repairs.

Contracted Towing and Regulations

Belair Town II HOA Members and Residents

As required in the parking regulations for BT2 the association is required to contract with a towing company to support the removal of vehicles from reserved spaces and vehicles that are abandoned or have expired tags. The Towing company being used by the HOA is AlleyCat Towing, located at 5110 Buchanan St., Hyattsville, Md, 20781, 301-864-0323.  Thanks for your continuing support of the HOA and as always your concerns and comments are welcomed and encouraged.

ENFORCEMENT

As to the unauthorized occupation of any assigned parking space, the assignee of that space shall enforce his/her/their exclusive rights.  Should the Belair Town II Townhouse Association, Inc. contract with a management company, the enforcement of these parking rules may be delegated by the Board of Directors to that company.

 NOTICE OF VIOLATION FOR PROHIBITED VEHICLES

The owner of any vehicle not in compliance with these rules, and not specifically dealt with by conditions warranting immediate towing or parking in a resident’s assigned space as set forth in the following paragraphs, shall be notified of the violation by the posting of a notice on the vehicle.  Any vehicle not brought into compliance within 48 hours of the posted notice will be towed from the community.

CONDITIONS WARRANTING IMMEDIATE TOWING WITHOUT NOTICE

The following vehicles shall be subject to immediate removal without notification:

  • any vehicle parked in such a manner as to obstruct entry into or exit from an adjacent space,
  • any vehicle occupying more than one (1) parking space,
  • any vehicle parked on a grassy area, unpaved area or sidewalk.

RESIDENT ENGAGEMENT OF TOW SERVICES

  • Any resident who directly engages a towing company to enforce any provision of these guidelines shall bear full and complete responsibility for said action and shall agree to hold Belair Town II Townhouse Association, Inc., its Officers, members of its Board of Directors, harmless from any and all liability, costs, or fees they may incur in defending themselves for any enforcement action undertaken which was not directly authorized by the Association.
  • The ONLY circumstance in which a resident may have a vehicle towed is that in which the vehicle is parked in that resident’s assigned parking space without permission.  Residents will be provided with a “Tow Card” which will display a designated number for the residence (the townhouse address) and the telephone number to call for the towing service under contract with the Association.  The tow card will serve as verification of the resident’s authority to tow from that assigned parking space.  Residents are hereby advised that they solely assume all responsibility and liability associated with towing the vehicle.
  • Residents opting to have a vehicle towed from their reserved parking space are responsible for making all arrangements directly with the towing company.  This includes: 1) making the initial call to the towing company, and 2) showing the Tow Card as verification of their authority to have the vehicle towed from their assigned space.

LIABILITY    

 ASSOCIATION 

The Association assumes no responsibility for any damage to or theft from any vehicle parked, operated on or towed from Association’s property.  All costs of towing and impoundment shall be the sole responsibility of the vehicle’s owner. 

OWNERS

By invoking these rules to enforce his/her/their rights of exclusivity to an assigned parking space the Owners agree to accept full liability for, and indemnify and hold the Association harmless for, any fee, cost, expense, demand, suit, judgment, arbitrators award, and any other liability (except as such may be covered by any insurance policy covering such events) that is the result of any injury or damage arising from or done to any towed vehicle, person, or to any property, including, but not limited to, the common area(s) by the use, repair, or maintenance of their vehicle, or as a result of negligence, whether on the part of the owner, his family, tenants, guests or agents.

When a Major Snow Storm is in the Forecast

  • Make sure you have snow shovels and ice melting chemicals.
  • Plan to Shelter in Place. Stock up on food, supplies and medicines just as for a hurricane or similar event.
  • Plan to telework as much as possible.

After the Snow has Fallen

  • Avoid using roads. Crews working to clear the roads need as much room as possible to maneuver vehicles and equipment. Vehicle traffic will compress the snow into a sheet of ice. Colder temperatures at night will re-freeze any melting snow, thus making the ice thicker. Once this happens, plows cannot remove the ice layer and will only “float” on top of the ice sheet. Removal of thick ice often requires back hoes and heavy equipment.
  • Shovel snow in small amounts to avoid exhaustion and possible injuries.

This applies to paint, gasoline, kerosene, insecticides, etc. The City of Bowie will not dispose of these items. Any paint cans left on a curb will be returned to the back yard where they sit.

Hazardous waste is not collected at curbside. Hazardous waste and electronics are accepted from Thursday through Saturday at the Household Hazardous Waste Acceptance Site in Upper Marlboro 8:00 am till 3:30 pm.

Located at the Brown Station Road Sanitary Landfill, hazardous waste disposal is open and free of charge to county residents who need to dispose of harmful household waste. Only non-commercial vehicles allowed.

NO DUMPING

We are lucky enough to have some wooded areas in our community. AND we are lucky enough to have a very generous trash pick up system. PLEASE do not dump your refuse in the woods.  If you feel like branches and leaves can go back to nature – then don’t envelope them in a non-biodegradable tarp. If you have large trash to get rid of, such as a carpet, there is a special day for that in the Bowie Trash Pickup Schedule.

For those of you that need a reminder:

Refuse :
Refuse (garbage) is collected twice weekly within the city limits as per the refuse and recycling schedule.

Refuse includes :

  • Desks – wood
  • Furniture (regardless of size)
  • Household trash and garbage
  • Mattresses and box springs
  • Paint cans (empty or dried out paint only)
  • Rugs and carpets (cut into 4 feet lengths, tied or taped in rolls)
  • Sliding glass doors w/glass
  • Windows
  • Wood tables
  • Firewood
  • Chain link fence fabric/chicken wire
  • Scrap wood and branches larger than 3 inches in diameter (must be no longer thatn 4 feet and be tied securely or placed in boxes or cans)

The following items are not permitted and will not be picked up with regular trash:

  • Bags and containers over 50 lbs.
  • Car parts
  • Commerical products
  • Concrete & bricks
  • Dirt
  • Hazardous waste
  • Liquid paint
  • Mulch
  • Rocks
  • Sod
  • Stumps larger than 6 inches in diameter
  • Tires (requires a special pick-up)

All refuse should be placed in containers and / or bagged or boxed. Refuse must be placed at the curb for collection no later than 7 a.m. the morning of collection but no earlier than the evening prior to collection.

Recycling
The city collects recycling at curbside once weekly. Glass, metal, plastics, and paper go in blue recycling bins or carts and are picked up on your scheduled day. All recycling must be at the curb by 7 a.m. View a list of items that can be recycled.

 

 

SPECIAL PICK UPS

Collections are done on Wednesdays and must be scheduled. To schedule a pick-up, call the Public Works Department by Tuesday at noon for that week’s pick up at 301-809-2344.

Metal Items
Items that are at least 98% metal require a special pick-up. Metal items include the following:

  • Dryers, microwaves, stoves, ovens
  • Grills (no propane tanks)
  • Metal cabinets or shelves
  • Refrigerators and freezers (make sure door is removed or securely tied closed)
  • Washing machines, dishwashers
  • Water heaters
  • Metal furniture
  • Furnaces, air conditioners
  • Metal fence posts (chain link fabric & chicken wire are regular trash)

Tires
Tires also require a special pickup. Residents may have up to four automobile tires collected each year. No commercial tires will be collected.

Vacuum Cleaners and all sizes of televisions are regular trash.

Bowie’s Leash Law – Protecting Your Pet

The City of Bowie and Prince George’s County have “Leash Laws”. A “Leash Law” is enacted to protect your pet and to protect others from your pet. A dog or cat not under proper restraint and control may attack another animal, chase a pedestrian, come into harms way by crossing a busy street or run away. There can be serious consequences if your pet is not leashed.
A pet is considered “at large” when it is off the owner’s property and not secured by a leash or not confined within a vehicle, another home or the fenced area of the City’s Dog Park. A pet “at large” is considered a public nuisance and may be
impounded immediately. The owner or custodian of a pet running at large is subject to a fifty dollar ($50) fine for the violation of Chapter 4 of the Bowie City Code. An owner may also be responsible for any civil damages incurred by their dog or cat running at large. Please protect your pet. Keep your companion pet leashed when not within the confines your yard or home.

Free-Clipart-of-Trash-CanAs Spring approaches we look forward to “spiffing up” our neighborhood.  It seems a good time to let our new neighbors know (and remind old friends) the “trash etiquette” in Belair Town II.

Collections:

  • General trash                          Monday and Thursday a.m.
  • Recyclables                              Thursday a.m.
  • Yard waste                               Wednesday a.m.
  • Special collections                  Wednesday a.m. (call City of Bowie 24 hr. ahead to schedule)

Trash should be set out in your designated place no earlier than 5:00 p.m. the day before pick-up and trash containers taken in by 7:00 p.m. on the pickup day.  In the event that spillage occurs during collection trash should be cleaned up for the next collection.

On holidays the city will not have trash collections.  The remaining holidays for 2013 are as follows:

Pet Waste Etiquette

Pet Waste – What a Nuisance It Can Be

Everyone should be concerned with animal waste and the effect it may have on our health, our environment and the well-being of our pets. Several diseases can be transmitted to humans after contact with pet feces and we don’t want our children handling animal excrement. We want to protect our pets because they can contract canine parvo, whipworms and other diseases from fecal matter. The accumulation of feces in our yards can foul the air and create a public nuisance. Pet waste can also create a health hazard by polluting our storm water system or by providing a food source for rodents and other unwanted animals.

The Bowie City Code addresses the issue of animal waste:
• Sections 4-13, (c), 15-3 and 11-3. A public nuisance exists when an animal’s uncleanliness or deposit of excrement causes odor or unsanitary conditions.
• Sections 4-17 and 17-2. Anyone owning or keeping a companion animal shall immediately remove and properly dispose of the excrement deposited by the animal from private property, other than their own, or from public property, including City sidewalks, streets and City parks.

It is the responsibility of every pet owner or custodian to properly dispose of pet waste. No matter how large or how small the animal. 

It doesn’t matter the size of the pet!

Pet owners must frequently clean their yards of pet excrement. When walking your dog or cat, immediately clean up the waste. Do not toss your pet’s excrement into a storm drain or sewer and don’t expect it to dissolve into the ground. Carry a pet waste bag and dispose of your animal’s waste with your other solid waste.

We are lucky to have several locations to deposit our pet waste bags. Please do your part and pick up your pet’s waste. FYI – pooping NEAR the poop can is not picking up your pet’s waste. There are cheap “poop bag” holders that you can buy and hook right to you leash. Walmart has replacement bags at the cheapest price around!
